I live in a majority Orthodox country and here it's basically just, the patriarch is the big boss for all the priests in the country and all the power is centralised in his hands
He's also ultra-corrupt, was an informer of the Securitate and runs multiple companies through church middlemen (and can and does easily dismiss and/or blacklist anyone who goes against him)
