Honestly, I would challenge princess bubblegum being a monarch. Yeah she's a "princess" but also she kind of created all the candy people? And she made them bc she needed someone to take care of so they literally can't survive without her? I feel like for someone to be a monarch you'd have to exert your rule onto a pre-existing population, and while princess bubblegum's thing is definitely weird and potentially morally sketchy, I think that might be more in the realm of ethics than politics

Oh God I cracked a door open in my brain by saying this. Are the candy people even sentient? Are they just p-zombies? They were LITERALLY ZOMBIES in most of the first episode. Is it morally ok to rule something you created? Is ruling a kingdom just the way that a functionally immortal creature passes the time? Is princess bubblegum just a really scaled-up crazy cat lady?
