Unpopular opinion, but I think it's a fine line. As I understand it, as long as the paperwork is filed properly, they can't *deny* the permit. I mean, there's that convention of white supremacists that uses national park land in Tennessee; my hope is that if they would deny a permit to anyone, it would be people like that.
