That said, I know several people here in Charlottesville that said right not is a great time to be out on a bike. Hardly any cars out right now.

We get some of that here in the US, but I don't know how extensive it is over there. Depends a lot on the town more than everything else. I know NYC had a lot of cyclist crackdowns by NYPD after all the cyclist deaths last year. B/c it's OBVIOUSLY not the fault of the people driving the 2 ton death machines...
